(where X is the name of the user)

Well,in #first instance,it means the user already was in chat but either used /stop command to leave chat for a while or that particular user did not send any message to the chat so the bot automatically executed the /stop command so as not to disturb sending notifications to that user.

In #second instance,it means this particular user is starting the bot for the first time and thats why the bot adds to the end "He is new"

Instead of stoping and blocking the bot you can use /stop command to leave chat and stop getting notifications and again if you want to join chat and start recieving notifications use /start command.

How can one be promoted?

Am, always chatting in the bot so i also see whats going on..you can send a message in in the bot with the hashtag of what you want to be and i will track out.i.e #resident admin promote me to resident .thats it !
